I'm fairly certain that university admissions to chemistry programs are down in the United States as well. A Bachelor's degree in chemistry in the United States requires a lot of mathematics, and often a foreign language. Students tend to shy away from those requirements. Many students also dislike laboratory courses.
Neither the mathematics courses or the laboratory courses can be dispensed with in a chemistry degree program, although an argument could be made (I think it's a weak argument) to eliminate the foreign language requirement.
